Bylaws

as amended on June 3, 1997

Section 1. The Bylaws may be amended by a two-thirds vote of the active members present at any regular meeting, or a special meeting where such a revision is part of the announced business. Proposals must be submitted in writing and are not effective until after the close of the meeting.

Section 2. Regular meetings shall be held on the first Tuesday of each month at 7:00 PM at the Radio Lab of the Collins Center for Industry and Technology at Murray State University or other designated location. Special meetings may be called by the President as the need arises. Notices shall be sent to all the members informing them of the special meetings and the business to be transacted. Such notices shall arrive at least twenty-four hours before the time therein set for the meeting.

Section 3. Regular dues of $15.00 per calendar year for all members, to be prorated for an initial membership later in the year, are hereby assessed in accordance with the provision of Article V of the Constitution for the purpose of providing funds for current expenses. Family dues shall be the regular amount for the first family member plus $5.00 per year for each additional dependent family member at the same address.

Section 4. Program Committee. This committee shall consist of the Vice-president as chair, and any additional members appointed by the Vice-president. This committee shall be responsible for preparing programs and/or entertainment for the regular meetings of the club.

Section 5. License Committee. This committee shall consist of at least three (3) members who are certified Volunteer Examiners appointed by the President. This committee shall be responsible for encouraging and assisting perspective members in obtaining their Amateur radio license; for encouraging and assisting members in obtaining a higher class of license; for informing the club membership of any changes in FCC regulations; and for interpreting and explaining any FCC regulations. The committee shall select a Contact Volunteer Examiner as its Chair.

Section 6. Special Committees for Special Work. These committees shall consist of club members elected or appointed by club officers as the need arises.

Section 7. Committees-In-General. As the need arises, a committee may solicit the assistance of competent personnel either from club members or the public in general with unanimous approval of said committee.

Section 8. Repeater usage. There is no additional charge to MSUARC members for the use of the 2M FM repeater. Non-club members who use the repeater regularly will be asked to pay $10.00 per year contribution. However, if a non-member user belongs to another repeater group which extends reciprocal usage to MSUARC members, no contribution is expected. Donations for special projects will be accepted from repeater users if the need arises.

Section 9. Key Policy. The Faculty Sponsor may issue a key to the Radio Lab in the Collins Center for Industry and Technology on the Murray State University campus to each active full member. Families will be issued only one key. The key must be returned if the member leaves or becomes inactive. A signed key receipt is required.

Section 10. Use of Radio Lab Facilities. All members may use station equipment to the extent of their license class. Identification for all transmissions from the radio lab facilities will be K4MSU. Members should be checked out on a particular rig by an experienced member before using it. The station log must be properly filled out and signed for each use. No equipment will be installed or removed from the station without prior approval of the Station Trustee and any equipment malfunctions should be reported to the Station Trustee or Faculty Sponsor. No equipment may be "opened up" or serviced in the Radio Lab unless a supervising faculty or staff employee of Murray State University is present.
