RESPONSIBILITIES
OF THE
FACULTY ATHLETICS REPRESENTATIVE
MURRAY STATE UNIVERSITY

  1. Faculty Representative to the OVC and NCAA.

  2. Member of the OVC Faculty Representatives Committee (serve as Chairman on a rotating basis).
  3. Chairman and Secretary of the Intercollegiate Athletic Council.
  4. Monitor and certify satisfactory progress and the percent degree requirements for all student-athletes on OVC eligibility lists.
  5. Work with Athletics Academic Advisor and Compliance Coordinator on matters involving student-athletes.
  6. Generate and submit data for OVC Academic Awards (Commissioner's Honor Roll, Medal of Honor, Academic Achievement Banner).
  7. Coordinate MSU's nominations for OVC Scholar-Athlete Awards and the NCAA Postgraduate Scholarships.
  8. Member or Chairman of search committees for Athletics Director and Head Coaches in the major revenue producing sports.
  9. Administer annually the NCAA Coaches Certification Examination.
  10. Certify annually the participation of Head Basketball Coaches in the NCAA certification program.
  11. Play a central role in any institutional inquiry into possible NCAA rules violations.
  12. Advisor to the President and the Athletics Director on matters involving intercollegiate athletics.
  13. Play a pivotal role in the NCAA Athletics Certification process.

GUIDELINES FOR OVC FACULTY ATHLETIC REPRESENTATIVES
It is proposed that these guidelines form a new section be added to the OVC Handbook



Intent: To include in the OVC Handbook a statement of functions and responsibilities common to the FARs in the OVC.


New Section Title: Guidelines for Faculty Athletics Representatives

The functions and responsibilities listed herein are either mandated by NCAA and/or OVC regulations (statements using "shall") or are consensus items that currently apply to the activities of the OVC Faculty Representatives (statements using "should").


Administrative

The FAR should have access to and meet with the President on an as needed basis.
The FAR should serve as liaison between athletics and the University Faculty and Administration.
The FAR should be a member of the University Athletics Board/Committee.
The FAR should participate on search committees for a Director of Athletics or Head Coach.
The FAR should attend OVC meetings.
The FAR shall be a member of the OVC FAR committee (C 5.2.3, pg 59).
The OVC FAR committee shall hear and rule on appeals of the commissioner's decisions on infractions of OVC legislation (C 7.1.2, pg 63).

Academic

The FAR shall sign OVC eligibility and other applicable forms (BL 11.5, pg 69).
The FAR shall process forms for the OVC Scholar-Athlete nominations (BL 13.1.3.C, pg 71).
The FAR shall coordinate submission of OVC Honor Roll Student- Athletes, OVC Medal of Honor nominees and the OVC Academic Banner data (BL 13.2.1, BL13.3 pg 72).

Student-Athlete Welfare:

The FAR should monitor and promote student-athlete welfare.
The FAR should maintain contact with the University Student-Athlete Advisory Committee.
The FAR should promote academic enhancement of student-athletes.

Compliance:

The FAR shall administer the NCAA Coaches Certification Exam.
The FAR shall verify videoconference or seminar attendance by basketball coaches.
The FAR should assist the Athletics Compliance Officer with appeals.
The FAR should participate in the NCAA Certification of the University athletics programs.
The FAR should participate in investigations of major NCAA violations.

Rationale: A Task Force from the OVC Faculty Athletics Representatives Committee has been working for the past three years to develop a statement of functions and responsibilities that represent important areas of involvement for FARs. Note, that all of the OVC FARs perform duties other than those delineated above and only those functions common to most or all of the OVC FARs have been included here.

The position of FAR has historically been a part-time activity for a faculty member at a member institution and the role of the FAR is often not well understood since most of the functions are performed in the background of athletics. This is in contrast to the full-time positions of university president or director of athletics, which lend to be more visible to the university community and the public in general. These guidelines are intended primarily to help a new FAR become aware of some of the functions that will be expected of him or her as well as to make others in the athletic and academic community aware of what the FAR does.

The topic of FAR Junctions and responsibilities has been addressed at the Faculty Athletics Representatives Association (FAR A) Annual Meeting on several occasions with thoughts of proposing NCAA legislative to adopt a few responsibilities, possibly as requirements, that are appropriate for FARs. The OVC FARs have agreed that we should take the lead on a conference basis with regard to this issue.
