COALITION BYLAWS

Article I: Name of Organization

The name of the Organization is the Coalition for Alcohol Risk Education (CARE) of Murray State University.
 

Article II: Vision

The vision of the Organization is to:

 

Article III: Mission

The Coalition for Alchol Risk Education (CARE) is a partnership of concerned faculty, staff, students and community members who want to raise awareness and implement education associated with the risks of irresponsible alcohol use thus reducing the incidence of binge drinking and underage alcohol consumption.
 

Article IV: Purpose

The primary purpose is to heighten awareness of risks associated with irresponsible alcohol use through accurate information and eduation. We are not about prohibition of legal, responsible alcohol use.
 

Article V: Membership

Section 1: Membership

Any interested party is welcome to attend the meetings of the Coalition for Alcohol Risk Education of Murray State University. Membership is considered upon request of the interested individual. To provide a well balanced coalition, membership will be sought from the following: Departments of Nursing, Occupational Safety and Health, Psychology, and Social Work. Also representation from Health Services, Office of Student Affairs, Student Government, Public Safety, Residential Colleges, Housing Office, Athletics, Greeks, The Regional Prevention Center, and community partners.

Section 2: Voting Rights

Any member has the right to vote at Coalition meetings.

Section 3: Duties

All members shall:

  1. Advocate for the mission of the Coalition for Alcohol Risk Education of Murray State Univesity
  2. Attend all necessary meetings.
  3. Serve on at least on sub committee.
  4. Make suggestions to Executive Council or Committee Chair
  5. Cooperate in the development of reports, data collection, educational campaigns, etc.
  6. Respond promptly to correspondence and keep secretary up-to-date on address, phone and e-mail, etc.

Section 4: Resignation

Any member may resign at any time by submitting a letter of resignation to the Executive Committee.

Section 5: Termination

A member may be terminated when attendance falls below half of the Coalition meetings per year.

Article VI: Structure

The Coalition for Alcohol Risk Education of Murray State University will consist of an Executive Committee, Standing Committees, Ad Hoc Committees and General Members.

Section 1: Executive Committee Membership

Members shall include the Chair, Vice Chair, Secretary, Treasurer and Committee Chairs.

Section 2: Executive Committe Duties

Each member shall serve in an ex-officio campacity on one standing committee.

Section 3: Standing Committees

Committee Chairs for the following Standing Committees will be nominated and voted upon by the membership:

    1. Policy
    2. Data Collection
    3. Programming
    4. Media Campaigns

Section 4: Ad Hoc Committees

Ad Hoc Committees will be appointed by the Chair with the approval of the Executive Committee as needed to fulfill time specific objectives and report to the Executive Committee for the duration of their appointment.

Section 5: Nominating Committee

The Nominating Committee shall consist of the Chair and 2 members, unless the Chair position is open, the the Vice Chair will serve in this capacity.

Section 6: Terms of Office

The Executive Committee shall serve a one-year term and not more than two consecutive terms in each office, except for the treasurer, who shall be an employee of the fiscal agent and remain so until the fiscal agent changes. Members may serve as many terms as desired.

Article VII: Activities/Meetings

Section 1: Fiscal Year

The Fiscal Year shall begin July 1, in accordance with the fiscal agent, Murray State University accounting practices.

Section 2: Rules of Governance

Meetings shall be conducted under the guidelines set forth in Roberts Rules of Order, Revised.

Section 3: Coalition Meetings

The Coalition shall hold a meeting on the 2nd Wednesday of months, August - November and January - May.

Section 4: Executive Committee Meetings

The Executive Committee shall meet at least 6 times per year.

Section 5: Ad Hoc Committees

Ad Hoc Committees shall meet at the call of the chair of that committee or a majority of the members of the committee.

Section 6: Standing Committees

Standing Committees shall meet as needed.

Article VIII: Attendance and Participation

Section 1: Membership

Any member of the university comminity or community at large is welcome to attend the Coalition for Alcohol Risk Education at Murray State University meetings. Membership is considered upon the request of the intersted individuals.

Section 2: Attendance

Attendance is expected from all members at Coaltion and Committee meetings. Termination of membership will be considered after member misses half of the regularly scheduled Coalition meetings.

Section 3: Participation

Members are expected to fully participate in committee work and support the full scope of initiative put forth by the Coalition for Alcohol Risk Education of Murray State University.

Article IX: Quorum

A quorum for the Executive Committee shall consist of a majority of the Executive Committee.

A quorum for the Coalition shall be a majority of the members present.

Article X: Fiscal Arrangements

Section 1: Fiscal Agent

The Fiscal Agent shall be Murray State University. Accounting practices of Murray State University shall be followed.

Section 2: Contributions

The Coalition for Alcohol Risk Education of Murray State University shall accept contributions from organizations and individuals who are in support of the mission and purposes of the Coalition.

Article XI: Bylaws

Section 1: Amendments

Any member may propose an amendment to the bylaws by proposing the change in writing to the Coalition. A majority vote is required for the change.

Section 2: Review

An Ad Hoc Committee shall be appointed to review the bylaws every two years or as is deemed necessary by the Executive Committee.

Section 3: Adoption

The bylaws go into effect immediately after they are approved by a majority vote of the coalition members.
